An
SWS satellite response location is opening in the Montgomery, Alabama
area. In support of local terminals and other businesses
requiring an emergency response contractor, dedicated equipment such
as boom, sorbents, pumps, drums and other response resources will
be staged for rapid deployment. SWS is working with local
emergency officials to provide personnel for response in Montgomery
and outlying areas.

Industries to provide growth capital for the Company. ShoreView
Industries is a Minneapolis, Minnesota based firm that manages $600
million in private equity funds. ShoreView invests in established,
middle-market companies with operations in North America, across a
wide range of industries.
ShoreView joins the management team and founding family as the
major shareholders of SWS following the owners' interest in identifying
a financial sponsor to support the Company's continued growth. "We

SWS
Remediation, our Remediation & Industrial Services Division, recently
participated in the ABC primetime series "Extreme Makeover: Home
Edition" providing demoliton and remediaton services. The show,
called the "Tate Family episode", aired on Sunday, March
4, 2007. The project took place in Tampa, FL seven months after a
family lost their home to a plane crash that completely destroyed
the home and it's contents. More details are provided in the next
edition of our quarterly Newsletter Southern Responder set
to be delivered to our clients in mid-march. For more information

The
SWS corporate office recently moved to a new location. Shifting
from Panama City Beach into Panama City, the new office location
provides more space, a new polished atmosphere, and plenty of parking.
Some of the other great features include a copy and assembly room,
board/conference room, break room, guest waiting area, and lots
of windows. The new address is 2211 St. Andrews Blvd, Panama City,
FL 32405. The former location at 1619 Moylan Road will remain the
Service Center where responses, equipment and personnel will continue
to deploy from.

A formal announcement was recently made awarding the USPS 'Emergency
Response and Recovery Services' contract to New Jersey firm The Louis
Berger Group, Inc. SWS is pleased to announce a teaming agreement
with Louis Berger to provide support services under this awarded contract.
Support services may include planning and identification of threat
agents, initial response to terrorism, natural and manmade disasters,
environmental releases, incidents of national significance, containment
of threat agents, decontamination of facilities, property and equipment,
and transportation and disposal of contaminated materials. SWS will
respond throughout the Southeastern United States. |

SWS
has opened a new Service Center in Nashville, Tennessee. This service
center, located just outside of the downtown area, is a fully equipped
response center for conducting emergency response, remediation, vacuum
truck and other related industrial servces. The geographic location
will literally connect the dots between the Decatur and Paducah Service
Centers to reduce emergency response time in that region. The new
facility includes 11,500 square feet of warehouse and office space
along with a storage yard and generous parking. Located minutes from
I-65, I-40 and downtown, SWS looks forward to providing our services
to new clients and continuing efforts to serve current clients with
interests in the Nashville and surrounding areas. |

SWS was recently awarded a two year contract with Progress Energy
of Florida, Inc. to provide mineral oil remediation and abatement
services for sub-stations throughout their footprint. To support this
contract, SWS will utilize six (6) Service Centers currently operating
within the Progress Energy of Florida footprint with the personnel,
equipment and materials to professionally execute the work required
in a timely and cost-effective manner. SWS will also be taking advantage
of a new Regional Response Hub (RRH) being developed on ten acres
of property near Wildwood, Florida. SWS has been conducting similar
mineral oil remediation and abatement services for smaller single
and three-phase transformers under a separate contract. |

Environmental First Response is pleased to announce that Eric R. Brown
has joined the company and has assumed the position of Director of
Business Development and Marketing. Mr. Brown's responsibilities will
include national client development of commercial and government business,
strategic planning, remedial construction, emergency response, industrial
services marketing, proposal management, contract management and overall
supervision of the SWS Business Development & Marketing team.
Mr. Brown has more then 24 years of experience in the environmental
remediation and construction industry. He has industrial market project
experience in RCRA hazardous waste remediation and CERCLA investigation,
engineering, construction and demolition. In addition, Mr. Brown has
managed remedial activities for various projects on EPA, DOE, DOD
and state environmental protection sites. Eric Brown will be based

Adding
to the existing 14 Service Centers across Florida, Georgia and Alabama,
SWS has opened it's newest location in Paducah, Kentucky. In cooperation
with former CEECO Environmental, LLC, SWS will now be providing all
emergency response and industrial services to CEECO clients. The scope
of services that have been available to these clients will now expand
to include remediation, sampling, railcar transfers, hazardous material
response and cleanup, disaster recovery and more. SWS is able to now
provide these services because of a vast inventory of equipment and
resources currently maintained as well as trained and experienced
personnel. A four-hour response window can put SWS in seven different
states for emergency response events from the Paducah location. |

SWS
has acquired a new VACCON Combination Unit with a three stage centrifugal
compressor that produces 3,400cfm at operating speed and is capable
of 8,000cfm. Vacuum is delivered to a 10' boom that extends, lifts
and articulates 180 degrees. It is also equipped with 20' of aluminum
tubing that can be added to the boom to pull from manholes or lift
stations. The truck also has a high pressure jetting system powered
by a separate auxiliary diesel engine that drives the jet pump at
80gpm and 2,000 psi of water pressure. This combination unit is used
for cleaning lines such as storm drains, sanitary drains, and lift
stations and is also well equipped to remove contaminated soil surrounding
underground utilities and contaminants from storm drains as a result
of spills or accidental releases.  |

of $3,000 from the Jim Weber Sr. Memorial Golf Tournament (which
unfortunately was canceled due to inclement weather) held prior
to the Clean Gulf Conference, was donated to the ALS Therapy Development
Foundation. Amyotrophic lateral sclerosis (ALS), commonly known
as Lou Gehrig’s disease, is a progressive neurodegenerative
disease that attacks motor neurons in the brain (upper motor neurons)
and spinal cord (lower motor neurons). If you would like to help

With
nine Service Centers throughout Florida, SWS has always been committed
to providing its clients with fast and effective emergency response
coverage. With that commitment always in mind, establishing a presence
in the Jacksonville, Florida area, the largest city in the contiguous
48 states in terms of the land area covered, was a key component to
our response capabilities. SWS has now established that presence.
This new Service Center will be fully equipped to handle any and all
emergency responses. Industrial Services will complement, as with
all other Service Centers, the variety of capabilities SWS can provide
to its clients. With new equipment, a new response team and a new
presence, SWS is confident and optimistic that Jacksonville and the
surrounding areas will find SWS a reliable solution to their environmental
needs. |

In
mid September, as designated OSRO for Tyndall Air Force Base, SWS
led a "Spill Drill" at Bonita Bay to simulate an environmental
event in the Pearl Bayou area of Northern Florida. The planned scenario
was based on a simulated incident involving a fuel tank overfill
near the drone boat storage area. The scenario approximated 200
gallons of fuel leaking into the water and a small number of wildlife
being coated in the incident. The drill focused on multiple factors
of a response including boom deployment, plume containment, plume
deflection, protection of sensitive areas and wildlife protection,
among others. In addition to SWS and the 325th Civil Engineering
Squadron, the National Preparedness for Response Exercise Program
was also on scene. The drill was used to meet requirements for environmental
plans and spill reporting as part of the PREP, a format Tyndall
AFB uses for compliance with the U.S. Coast Guard and the Environmental
Protection Agency. |

SWS
is pleased to announce a recently executed technical services contract
between SWS and Tampa Electric Company (TECO). SWS has entered into
a yearly agreement with TECO as their primary OSRO in providing
emergency spill response for their facilities in central Florida.
Services will include oil mitigation recovery & disposal, hazardous
waste response, tabletop exercises and equipment deployment drills.
SWS currently maintains similar contracts with other utilities including
Progress Energy of Florida, Inc., Gulf Power Company and Georgia
Power Company. TECO is a tax-paying investor-owned electric utility
serving about 2,000 square miles, including Hillsborough County
and parts of Pasco, Pinellas and Polk counties with a total population
over one million. Tampa Electric has three steam-generating plants,
one Integrated Gasification Combined Cycle (IGCC), one diesel-generating
plant, and four combustion-turbine units to serve its customers.

an unprecedented second year in a row, SWS has received a contractor
of the year award from CSX Transportation. As an active contractor
for over six years and proud member of the Emergency Response Preferred
Provider Program with CSX Transportation, SWS was recently honored
with the "Performance Quality Award" for emergency response
services in 2002. Several key factors are considered for the award
including project performance, an overall attention to safety and
auditing performed by CSX. SWS is extremely proud to be recognized
with this award for the second year in a row and would like to thank
all its employees for the hard work and dedication which made it
possible once again.

In late September, SWS was awarded a contract for the servicing of
waste oil accumulation points and oil/water separators, transport
and disposal of waste oil, and other waste oil management services
at the Naval Coastal Systems Station in Panama City, FL . These services
include, but are not limited to performing scheduled and "on-call"
waste collection; field testing and classification; hazardous and
non-hazardous oily waste; operation of oil/water separators and oil
waste dump stations; servicing ships at pierside hotel stations to
include maintaining the hotel stations and pierside utility boxes
at dockside; and groundwater monitoring well inspection and bailing.
The contract awarded is for a period of twelve months with four additional
option periods available. Congratulations to the Panama City Service

SWS recently acquired this new
VAC CON industrial loader unit specially equipped with a hydraulic
rear mounted, pendant control, high dumping system. This unique high
dumping system allows liquids and solids within the tank to be dumped
directly into 60" containers without having to pull the truck
onto ramps, berms, elevations, etc. This new unit is ideal for performing
hydro and air systems excavation.

During the first quarter of 2002, SWS conducted a mailed survey to
ensure that past and present clients were receiving the Southern Responder,
SWS' s quarterly newsletter publication. Those who took the time to
complete the survey and return it were eligible for a cash prize drawing
of $500.00. Congratulations goes out to Daniel Townsend of Qore Property
Sciences who became the lucky winner! Qore are consultants in property
sciences, in fields of geology, hydrogeology, geotechnical and environmental
engineering. |

SWS has recently acquired a new Guzzler Vaccuum Truck for the Atlanta
Service Center. This Dual purpose machine comes equipped with both
a Positive Displacement Blower and a Rotary Vein Pump. This allows
for easy loading of dry and liquid materials and gives the machine
the capability to pressure off-load liquids. This Truck is being outfitted
with High Rails which will allow it to travel on railroad tracks in
the event of a rail incident. |

SWS' Ft. Lauderdale Service center
recently relocated to a larger facility in Pompano Beach. The new
facility boasts an impressive 10,000 square foot warehouse used to
store response vehicles, vacuum trucks, spill response tools &
equipment and a generous amount of sorbent products. With a crew of
13 technicians, supervisors and managers, the Ft. Lauderdale Service
Center is equipped to respond quickly and efficiently to incidents
throughout south Florida.

The Florida Department of Environmental Protection announced that
SWS has been awarded 5 regions in the state of Florida to provide
emergency response services. The five year contract provides 24 hour
spill response services covering most of the state of Florida. SWS
previously held a contract covering 2 out of the 7 regions and has
now expanded that coverage to include 5 out of 7 regions.

Recently, the National Railroad Passenger Corporation, otherwise known
as "Amtrak", awarded SWS a regional contract for emergency response
and waste disposal services. SWS will provide coverage for much of
the Southeastern United States including Florida, Georgia, Alabama
and the surrounding states.

With the objective of affording better response times for clients
in the North Central region of Florida, SWS announced the grand opening
of it's 14th Service Center in Tallahassee, Florida. SWS also plans
on developing and increasing it's strength in the industrial service
arena for businesses with the need for vacuum truck, waste disposal
and remediation services. |

SWS opened its' 13th Service Center in Lake Wales, Florida. In an
effort to boost industrial services while simultaneously providing
better emergency response times to the Central Florida region, SWS
has established a fully equipped manned response center complete with
response vehicles, spill response equipment and sorbent products.

To better serve their membership, Georgia Oilmen's Services has selected
SWS to create a comprehensive emergency response program. GOS serves
the petroleum marketing industry, the banking industry, the real estate
sector and other parties requiring environmental services. Because
time means money when a spill occurs, GOS chose SWS to provide complete
24 hour spill response services for its members. GOS is also working
with SWS to provide spill kits for small surface spills.

SWS has teamed up with Gulf Coast Sorbents, a subsidiary
of Southern Waste Services, Inc., to provide first rate sorbent products.
GCS offers a full line of sorbents including boom, pads, socks, pillows,
sweep and industrial rugs. GCS also offers other spill response equipment
including a variety of spill kits, hard and soft boom, skimmers and
biological treatment products.
